One of the earliest and most successful national, conservation programs was the Federal Duck Stamp Program. Most of the money used by hunters to purchase these stamps, which serve as hunting licenses, pays for the protection of wetlands habitat. How did a federal program that serves the needs of hunters and preservationists at the same time come to be? This is truly a story of conflict and creative compromise.
